It is an eligibility rule, not a rating factor
Salary does not change the premium on a UAE health rate chart. Age, gender, marital status and network change the premium. Salary changes which plans the member is allowed on at all — which is a harder thing to handle, because it removes columns from a comparison rather than adjusting numbers in them.
Where it bites
An employer with a mixed workforce — managers well above the threshold, site staff below it — cannot put everyone on one plan if that plan's underwriting excludes sub-threshold salaries. The scheme splits, and the broker is quoting two products for one client.
What to record at quotation
Whether each member is above or below the threshold, and on what basis — basic salary or gross including accommodation, which are not the same figure and are not always treated the same way. A quote that does not record the basis cannot be defended if the enrolment is later challenged.
