Straight answers about quoting UAE health insurance with Rabt — what it does with a rate chart, whose data is whose, what appears on the client’s document, and what Rabt deliberately does not do. Every answer here is written to stand on its own.
What Rabt is
- What is Rabt?
- Rabt is quoting software for UAE insurance brokers. A brokerage loads an insurer’s rate chart and table of benefits once, and Rabt prices every quote for the rest of the policy year from those structured rows, producing a comparison and a quote document under the brokerage’s own brand.
- Is Rabt an insurer or a broker?
- Neither. Rabt is software. It does not underwrite, place or advise on insurance. Cover is arranged by the licensed broker using it, and which plan suits a client is the broker’s regulated judgement rather than the software’s.
- Which insurance lines does Rabt cover?
- Health insurance is live and in use by UAE brokers. Motor is in build and is not yet available. Rabt does not currently quote any other line.
Inventory and rates
- Does Rabt come with insurer rates already loaded?
- No. Each brokerage loads its own insurer rate charts and tables of benefits. Rabt holds no insurer’s rates on anyone’s behalf, which means a brokerage’s commercial terms stay its own and are not visible to any other brokerage using Rabt.
- How long does it take to load an insurer’s rate chart?
- Rabt reads the grids out of the chart rather than asking anyone to retype them. What remains is confirming which grid belongs to which network and which co-pay level — a review of a proposed mapping rather than data entry — done once per chart per policy year.
- What happens when an insurer reissues a rate chart mid-year?
- The new chart is loaded as a new version of the inventory. Quotes already produced stay attached to the version they were priced on, so a quote from four months ago can still be explained rather than silently repricing itself when somebody opens it.
- Can I get my inventory back out of Rabt?
- Yes. A brokerage’s inventory is exported on request, in the format it was loaded in. Rabt does not treat a brokerage’s own rate charts as a reason it cannot leave.
Quoting
- Does Rabt handle married female rates?
- Yes. Where an insurer’s chart prices single female and married female separately, Rabt holds both and resolves each member against the right column. Where a chart carries one blended female rate, it is held blended. Comparing a chart that splits against one that does not is one of the commonest sources of misquoting.
- How does Rabt handle plans a client is not eligible for?
- It excludes them from the comparison and states why. Maximum entry age, whether a medical application form is required and above what age, whether members below the AED 4,000 salary threshold are accepted, and whether standalone children are allowed are all held as data on the plan rather than as notes.
- Does the quote include VAT and the per-member levy?
- Yes, and in the right order. Rabt totals the member premiums, adds the per-member levy for every member, then applies VAT to the sum. Applying VAT to the premium alone and adding the levy afterwards under-states the total by the VAT on the levy, consistently, across a whole scheme.
Branding
- Does Rabt appear on the quote the client receives?
- No. Every client-facing document carries the brokerage’s own name, colour, logo, heading typeface and footer wording, in English or with English and Arabic side by side. Rabt is the engine that produced it and does not appear on it.
Data and security
- Can another brokerage see my data?
- No. Tenant isolation is enforced twice: every query is scoped in the application, and the database applies row level security with FORCE enabled so that even the schema owner is subject to the same policies. There are tests that assert a cross-tenant read returns nothing.
- What does Rabt do with medical information?
- Declared medical conditions are encrypted at rest and redacted from application logs. They are not printed on the quote document — the quote states that underwriting applies, not what the member declared.
- Does Rabt hold a security certification?
- Rabt does not currently hold ISO 27001, SOC 2 or any other third-party security certification, and does not claim to. If a certification matters for your procurement, ask — it is a fair question and deserves a straight answer rather than a badge.
Commercial
- How is Rabt priced?
- Per brokerage, not per quote. Charging per quote would penalise producing the comparison that is the point of the product. The number of quotes produced and the amount of insurer inventory loaded do not change the price.
- Who is Rabt for?
- UAE insurance brokerages writing health business under DHA, DOH or Northern Emirates rules, from a single-office brokerage upwards. Rabt is not aimed at insurers, at TPAs, or at consumers buying their own cover.
