The network is the product

Two clients on the same insurer, the same plan name and the same annual limit can have completely different cover, because they are on different networks. The network decides which hospital will swipe the card and which one will ask for a deposit, and that difference is the one clients notice.

Networks are tiered. A TPA typically publishes several — a comprehensive list including the large private hospitals, then progressively restricted lists, down to one that is clinics only with no in-patient access outside a named few. The names are the TPA's own: NextCare's RN tiers, NAS's VN and restricted networks, Mednet's named networks, Dubai Care's numbered N tiers.

Why a restricted network is cheaper

A narrower network is not a worse plan by accident. It is a cheaper plan on purpose. The insurer knows the claims cost of each provider, and a network that excludes the most expensive hospitals produces a lower expected claim, which is priced in. Cutting a client from a comprehensive network to a restricted one is one of the few levers that moves a UAE health insurance premium materially without changing the annual limit.

The trap in comparing networks

A network is not a number, so it does not sort. Two plans quoted at the same premium on "restricted" networks may share almost no providers. The only honest comparison is the provider list itself, which is why a quote should name the network exactly as the TPA writes it — including the parenthetical that says out-patient is restricted to clinics — rather than summarising it as "restricted".

Network and plan are separate things

One plan sold on three networks is three different things a client can buy, at three prices, with one table of benefits. Rabt models this as a join rather than as three near-identical plans, so changing a benefit changes it once and every network the plan is sold on stays in step.
