What it looks like on a quote
A fixed amount per member, multiplied by the member count, added to the total premium before VAT is applied. In the reference quotations Rabt was built against, the amount is AED 37.00 per member and the total line reads "including BASMAH + VAT".
The naming is genuinely inconsistent
The same per-member charge that a quotation calls BASMAH is called ICP on insurers' own rate sheets, which print headings such as Gross Rates (AED) Excluding VAT & ICP. Rabt treats the two as one configurable levy rather than pretending the market has settled on a single name, because a broker reading two documents will see both words for one number.
Whether the AED 37 figure is precisely a per-member-per-annum ICP charge or a blended figure covering more than one item is a question worth putting to your insurer rather than assuming. It is one settings row either way.
Where it sits in the arithmetic
The levy is added to the premium and VAT is applied to the sum, not the other way round. Getting that order wrong changes the total by the VAT on the levy — small per member, and consistently wrong across a whole scheme.
